Ward 3

Ward 3 is the southern edge of Clarkstown, along the Orangetown line. It takes in parts of four hamlets, east to west: Central Nyack, West Nyack, Nanuet, and a small piece of Spring Valley. 21,613 people.

After the current board redrew the wards, no hamlet sits entirely inside Ward 3. Central Nyack is split along West Broadway, between Wards 2 and 3. West Nyack and Nanuet are split by the Thruway, between Wards 3 and 4. The Spring Valley piece is separate from the Village of Spring Valley, which is in the Town of Ramapo.

Route 59 runs the length of the ward. It carries the county’s main commercial strip, both of Rockland’s malls, and most of its chain stores. The county’s only Clarkstown train station is in Nanuet, with two commuter lots running buses to Metro-North across the bridge and into New York City.

The Palisades Center is in West Nyack. The town cut its taxable value from $578 million to $300 million and refunded $27.5 million out of town, county and school district budgets.

The town still needs the same amount of money. A corporation now pays a smaller share of the property tax here, so homeowners pay a larger one. Ward 3 residents live closest to the building, and pick up the difference on their own bills.

Following bankruptcy proceedings, the new owners of the Palisades Center are looking for a better future. The Shops at Nanuet also has new owners who want to change how the property is used. Susan will be there to ensure that the taxpayers’ interests are heard.

The warehouse plan that would add 342 truck trips a day runs up Route 303, along this ward’s eastern edge.

Route 304 is where a woman was struck and killed crossing in 2023. The town began studying how to make Routes 303 and 304 safer in 2024, and is still studying it.
